The Virginia-Highland Civic Association will guide the process, as it did for the 2014 plan. Public participation will be central to developing the plan, with community meetings, surveys, and opportunities for feedback throughout the process. Residents’ input, together with research and planning data, will help identify neighborhood priorities.

The plan will address a broad range of neighborhood priorities, including:

• Land Use and Zoning
• Streets and Streetscape
• Transportation
• Parks
• Public Safety

The Master Plan becomes an official record and vision for the neighborhood. It establishes a formal public policy document for the City of Atlanta in these key areas.

The Virginia-Highland District (VHD) is developing a plan for the North Highland Avenue commercial corridor as required for its Community Improvement District (CID) initiative. The two organizations are both working with Canvas Planning Group to coordinate planning efforts and share resources where appropriate. While VHD’s work will focus on the commercial nodes from Morningside to Poncey Highland, VHCA’s Master Plan will address commercial properties, but will also take a broader Virginia-Highland perspective, addressing residential areas, transportation, infrastructure, parks, quality of life, and other civic priorities.

Residents will have opportunities to share ideas, concerns, and priorities, including on the future of Virginia Avenue, through public meetings, stakeholder discussions, and online feedback, following a public process similar to that of the earlier Master Plans. Details will be announced as the planning process gets underway.

Yes. The 2014 plan included a conceptual recommendation for a bicycle lane along portions of Virginia Avenue. The 2018 update did not address bicycle lanes. The new Master Plan will look at Virginia Avenue again in the broader context of neighborhood transportation, pedestrian safety, parking, and accessibility.

The current lane was installed in September 2025 as a temporary pilot. Under the City’s Tactical Urbanism program, pilots are permitted for up to one year and may be renewed once. The Virginia Avenue pilot period has expired. VHCA is working with the City’s Department of Transportation (ATLDOT) to determine next steps, including whether the lane still qualifies for a one-year renewal or what removal would require. We will share an update with neighbors as soon as that is known.

If the new Master Plan recommends bicycle infrastructure along Virginia Avenue, VHCA can revisit the question of what improvements, if any, should be pursued. VHCA is not asking the City to spend Moving Atlanta Forward funds on Virginia Avenue at this time. If those funds are still available to us when the Master Plan is complete, VHCA can evaluate their use at that time.
